Upper Bann MP Carla Lockhart Tables Motion Calling for Proscription of IRGC
Upper Bann MP, Carla Lockhart, has tabled an Early Day Motion in the House of Commons calling on the Government to immediately proscribe the Islamic Revolutionary Guard Corps (IRGC) in its entirety under the Terrorism Act 2000.

The motion, tabled on 2 March 2026, condemns the IRGC as a state-backed terrorist organisation responsible for repression, regional destabilisation and the support of violent proxy groups. It further highlights the organisation’s involvement in human rights abuses and threats to security beyond Iran, and notes that key international allies have already taken action.
The motion has attracted cross-party backing, including support from Reform UK Leader Nigel Farage MP, alongside Members from the Democratic Unionist Party and Labour.
Speaking following the tabling of the motion, Mrs Lockhart said:
“The Islamic Revolutionary Guard Corps has been directly linked to repression within Iran, the sponsorship of violent proxy groups across the Middle East and activities that threaten security far beyond the region.
“A number of our allies have already acted. Continued delay by the United Kingdom is increasingly difficult to justify.
“I welcome the support of colleagues from across the House, including Reform MPs Nigel Farage, Sara Pochin and others, who recognise the seriousness of this issue. National security and opposition to terrorism should rise above party politics.
“This is about sending a clear and uncompromising message that the United Kingdom will not tolerate state-backed extremism. The Government should now take the necessary steps to proscribe the IRGC in full under the Terrorism Act 2000.”
Mrs Lockhart said she will continue to press Ministers to adopt a consistent and robust approach to sectarian extremism and national security.
