Carla Lockhart MP Raises Concerns Over Northern Ireland's Proposed Public Health Bill
Upper Bann MP Carla Lockhart has voiced strong concerns about the draft Public Health Bill currently under consultation in Northern Ireland. Lockhart, along with the Democratic Unionist Party (DUP), has outlined opposition to the proposals, citing potential threats to civil liberties and democratic principles. The party recently published its response to the Department of Health's consultation, detailing a range of objections to the proposed Bill in its current form.

Ms Lockhart noted a significant volume of queries from the public regarding the consultation on the Bill, highlighting the widespread concern over its implications. Speaking on the issue she said, "I understand the need for swift action during health emergencies, but the current proposals fail to strike the right balance between protecting public health and safeguarding personal freedoms," she said. The MP argued that any measures introduced must respect the individual rights that are fundamental to a democratic society.
She continued, “The DUP’s main objections include the scope of powers that would be granted to the Health Minister. The Bill as drafted would give the Minister sweeping authority to impose restrictions impacting private life, education, employment, and movement. When reflecting on the Covid-19 pandemic, the adverse social and economic effects of such powers, as well as the negative impact on mental health and children’s education must serve as a lesson for future policies and legislation.
Additionally, the DUP remains firmly opposed to any provisions for mandatory vaccinations or compulsory medical treatments. It is essential that all public health strategies should be grounded in informed consent rather than coercion. Again the Covid-19 response showed us the dangers of excessive government control, and this Bill falls into the same trap with it having a significant overreach that must be reconsidered.
The Health Minister’s decision to proceed with the consultation despite having distanced himself from some of the most controversial aspects has undermined public confidence.
As a party we are calling for the Bill to be rethought and revised to ensure a fairer balance is achieved. We will always seek to protect personal freedoms whilst seeking ensuring any future public health legislation is proportionate and just.”
